The committee found that social media firms, under the pressure of engagement-driven business models, had effectively enabled or profited from the viral spread of harmful content. In one instance, a website falsely identified the attacker by name, and that misidentification rapidly became a catalyst for outrage, targeting already vulnerable communities.

While the Online Safety Act (OSA) 2023 was hailed as a landmark reform, the report warns that it remains fatally incomplete. The Act’s focus on illegal content leaves vast swathes of “legal but harmful” misinformation outside its scope. Algorithms that push sensational posts are essentially unregulated under current law. As a result, the risk of repeating 2024’s unrest looms large, especially when the same mechanisms that fueled the original wave of disorder remain unchecked.

Government Response: Agreement Without Action

In its formal response to the committee, the government affirmed that it largely agreed with the core concerns but declined to adopt the report’s boldest proposals. When pressed to pass fresh legislation to cover generative artificial intelligence platforms, ministers demurred, asserting that AI-derived content is already captured under the OSA. They argued that new laws would hamper the act’s enforcement and introduce legal complexity. On matters of digital advertising, they refused to intervene directly in the market, even as MPs insisted that the monetization of harmful content is central to the problem.

The committee had urged the establishment of an oversight body to scrutinize social media advertising systems and prevent the monetization of misleading or harmful content. Onwurah singled out the government’s stance on AI regulation and ad revenue models as especially concerning. The government’s narrow definition of harm fails to capture the cascading effects of seemingly innocuous falsehoods. By declining to regulate algorithmic amplification or the financial incentives behind it, ministers, in effect, allow the machinery of misinformation to remain fully operational.

The MPs also decried the absence of a mechanism to monitor progress. The notion of a yearly update to Parliament was dismissed by the government, yet without such accountability the public and legislators would have no measure of whether the status quo is working—or worsening.

The Role Of Ofcom: Regulator In Limbo

Ofcom has a central role in the governance framework, and its testimony before the committee revealed uneasy truths. A senior official acknowledged that AI chatbots are not fully captured under the current remit of the OSA, raising doubts about the scope of existing powers. Ofcom confirmed it has begun exploring how recommendation engines influence user behavior but admitted that deeper, independent research is necessary to unlock the black box.

Despite its responsibility to monitor online harms, Ofcom’s ability to compel transparency from social media platforms—especially overseas ones—remains constrained. The regulator told MPs that it needs more cooperation from industry and academia. Thus far, its efforts have been piecemeal and limited to individual platform investigations. Without stronger legal backing and a clear mandate, Ofcom may be unable to rein in the very systems that threaten public safety.

The Peril Of Inaction: Warning Signs From 2024

The warning from MPs is not alarmist hyperbole. The summer riots of 2024 were not spontaneous eruptions of anger but instead the culmination of a volatile fusion of social tensions, economic frustration, and online amplification of false narratives. A police chief inspector subsequently stated that misinformation posted online had lingered too long, and that more rapid intervention in the information space might have mitigated the unrest.

Leading analysts have mapped a wider web of influence stretching beyond national borders. In a recent study, researchers showed how disparate platforms and communities—local grievance groups, extremist networks, and algorithmic echo chambers—interacted in advance of the riots. What Future Regulation Might—And Must—Address

To prevent a recurrence of chaos, the committee proposed that any regulatory revision must confront three interlocking challenges. First, it must expand the definition of harm to include content that is legal but socially destructive. Second, it must intervene in the economic incentives that reward sensational content. And third, it must require transparency and accountability in how algorithmic systems operate.

Critically, regulation should no longer treat social media platforms as passive intermediaries. The design choices, engagement mechanisms, and recommendation flows must come under scrutiny. Platforms need to show how and why specific content rises in users’ feeds, and they should be held liable when harmful content is algorithmically elevated.

AI content should be clearly labeled, and generative systems should fall under a new duty of clarification and scrutiny. Fair notice, auditability, and external oversight are essential. At the same time, any new rules must balance freedom of expression with public safety, guarding against overreach while still protecting vulnerable communities.

Finally, continuous oversight is vital. Real-time monitoring, periodic reporting to Parliament, and independent review must be baked into the regime—not left to discretion. Absent that, regulation risks becoming a paper shield in the face of accelerating technological change.

The Public Interest Demands Urgency

The stakes are high. This is not a debate among technocrats but a question of collective security. When misinformation can spread faster than truth, it undercuts social cohesion, tilts public perception, and inflames tensions. The failure to act transforms digital disorder into physical danger.

MPs have laid down a clear challenge: the gaps in the Online Safety Act and the passivity of government in the face of algorithmic power must not persist. If ministers fail to heed the warning, the U.K. may face another summer of discord—this time more potent, more diffuse, and harder to quash.

The resulting question is whether policymakers will treat this report as a prophecy or a roadmap. If the former, future historians may trace the next riots back to this moment. If the latter, it could become the foundation of a new regime—one where regulation evolves fast enough to keep pace with technology, and where public safety is respected even in the messy, contested terrain of ideas.
