EU Unveils ‘Democracy Shield’ To Combat Disinformation Online
The European Union continues its efforts to combat misinformation, particularly disinformation originating from foreign actors. As part of these efforts, on Wednesday the European Commission unveiled the new European “Democracy Shield.”
The EU’s New Initiative To Crack Down on Disinformation
The European Commission announced the European Democracy Shield, a strategic initiative setting out a series of concrete measures to empower, protect and promote strong and resilient democracies within the EU.
This “Shield” aims at strengthening EU democracies and countering hybrid online disinformation campaigns from foreign actors. The initiative will also address electoral disinformation and interference, including the growing threat of AI-generated deepfakes.
This new EU package of measures focuses on safeguarding the key pillars of democracy, including free and fair elections, media independence and an active civil society, while also promoting citizen engagement and societal resilience.
“Democracy is the foundation of our freedom, prosperity and security. The European Democracy Shield will reinforce the core elements that allow citizens to live our shared democratic values every day—free speech, independent media, resilient institutions and a vibrant civil society. This is Europe's strength, and we must increase our collective capacity to protect it at all times,” European Commission President Ursula von der Leyen stated.
The initiative includes the creation of a Centre for Democratic Resilience, which will serve as a hub of EU expertise to help member states respond more rapidly to disinformation threatening to disrupt elections within the EU.
According to Kaja Kallas, High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, “Liberal democracy is under attack. We see campaigns—including by Russia—specifically designed to polarize our citizens, undermine trust in our institutions and pollute politics in our countries.”
“The new European Democracy Shield is part of Europe’s response to protect the ingredients of our democracies […] If we want democracy to prevail, we have to defend it better,” she added.
Justice Commissioner Michael McGrath, who will lead the new centre, warned that Russian electoral interference has become increasingly intense, coordinated and well-resourced, with technology evolving swiftly.
“The Democracy Shield connects the dots, making sure Europe's tools and actors work together effectively in defence of our shared values. The challenge is clear, and let us make no mistake, the stakes are indeed very high,” McGrath stated in a news conference.
RTÉ reported that in order to strengthen cooperation against disinformation, the centre will feature a platform for dialogue bringing together trusted stakeholders, including civil society organisations, researchers, academics, fact-checkers and media outlets.
According to the Commission, an independent European Network of Fact-Checkers will be created to strengthen fact-checking capacity across all EU official languages. In parallel, the European Digital Media Observatory will develop new independent monitoring and analytical tools to enhance situational awareness during elections and in times of crisis.
Through the new EU Democracy Shield, the Commission announced it will intensify efforts to combat foreign information manipulation and interference (FIMI) in coordination with its strengthened representations and delegations abroad. It also indicated it will leverage partnerships to ensure a collective EU-wide response to FIMI within existing EU frameworks.
According to the Commission’s official announcement, the Union will continue to support civic space and a safe environment for civil society worldwide by reinforcing engagement with these organizations through the EU external action arm and EU delegations.
EU Leverages Social Platforms and Influencers to Counter FIMI
This revelation comes amid the EU’s two-year investigation into X (formerly Twitter) under the Digital Services Act (DSA), over its alleged failure to curb large-scale disinformation on the platform.
According to Reuters, the Union is turning to online platforms and influencers to help combat disinformation and promote democracy amid growing concerns over foreign interference in elections.
The Union also plans to establish a DSA Incident and Crisis Protocol to improve coordination between authorities and enable swift responses to large-scale disinformation operations. According to the Reuters report, signatories of the voluntary Code of Conduct on Disinformation, including Google, Microsoft, Meta, and TikTok, may also be required to strengthen their efforts to detect and label AI-generated or manipulated content on their platforms.
Amid these ongoing conversations, the EU Commission also singled out the role of influencers in online political campaigns and said it would establish a “voluntary network of influencers” to raise awareness of the relevant EU rules.
Days before the EU’s announcement, The Guardian published a report, along with a photo of the Commission President, citing a leaked document intended to be released on November 12, which revealed that the EU executive was planning to establish a Center for Democratic Resilience to counter disinformation originating from Russia and other authoritarian regimes.
According to The Guardian report, the Shield idea was pitched by the Commission President when she sought a second term before the 2024 European elections and announced the European Centre for Democratic Resilience in a speech in September.
The Guardian report, citing the EU’s foreign service, stated that dozens of instances of Russian disinformation and information manipulation were identified, while the leaked document also indicated that “Russia is also escalating hybrid attacks, waging a battle of influence against Europe.”
