Geographic Verification Confirms Site Details

An analysis of the footage and matching visible landmarks—such as the blue-marked dock and the red building in the first image, as well as the transmission line highlighted in purple in the second—confirms that the strike targeted the ICL Rotem chemical plant. The facility is located in an industrial city east of Dimona in Israel’s Negev region, at coordinates 31.062424, 35.193562, which hosts several companies and factories.

ICL Rotem, part of the Israeli ICL Group, is the main supplier of phosphate extracted from the Negev Desert, used in industries ranging from fertilizers to military-grade white phosphorus production. While the company presents its operations as advancing agriculture and promoting “human health,” contractual documents and human rights reports reveal its involvement in internationally banned weapons supply chains.

According to official company data, ICL Rotem produces roughly 2.17 million tons of phosphate rock and 176,000 tons of high-purity white phosphorus annually. The company operates two mining sites in the Negev—Rotem and Tzafrir—and is currently expanding the Brir Field to maintain production after current reserves are depleted. Financial reports show the group generated approximately $10 billion in revenue in 2023, relying on drilling and blasting to extract raw materials, which are then processed in 12 production facilities.

The company’s activities extend beyond Israel. Its U.S. branch, ICL-IP America Inc., plays a key role in military industries. U.S. federal procurement contracts indicate that this branch is the official supplier of white phosphorus to the U.S. military. The substance is used in 155mm mortar and artillery shells, which are classified as incendiary munitions and are highly controversial when used in populated areas.

On the ground, prominent international organizations, including Human Rights Watch, have documented the Israeli military’s use of white phosphorus shells in recent operations in Lebanon in March 2026. The group confirmed that Israeli forces fired phosphorus shells at border areas, including the town of Yumour in southern Lebanon.

In Gaza, Human Rights Watch reported in 2023, using videos and satellite imagery, aerial explosions of white phosphorus over densely populated areas.
