Satellite Images Reveal International Stabilization Force Support Facility Near Gaza, Identify Contractor

Amid growing discussion of postwar security arrangements for Gaza, photos published during the Kosovo ambassador to Israel’s visit to a construction site near Kerem Shalom offered the first public glimpse of a facility labeled LSA Endurance, designated to support the International Stabilization Force (ISF).

Misbar analyzed the official images released from inside the site, compared them with footage filmed from outside the perimeter, and examined maps alongside recent satellite imagery. The analysis suggests the facility is located near Route 232 leading to the Kerem Shalom crossing, a short distance from the Gaza border.

Locating the ISF Facility Near Kerem Shalom

Official photographs from the visit show a sign identifying an International Stabilization Force camp in the Kerem Shalom area, south of the Gaza Strip, outside Gaza’s internationally recognized boundaries prior to the Israeli military operations that followed October 7, 2023.

Misbar also examined video footage shared by Israeli social media accounts showing the site from outside the perimeter. The footage reveals barbed-wire fencing, military engineering equipment, and a watchtower matching the one visible in the official photographs published by the Peace Council.

A visual comparison of the images with the maps displayed on the site's information board revealed several identifiable landmarks, including electricity pylons, agricultural silos, a tree line, and slight elevation differences, suggesting the photographs were taken from a higher vantage point.

Combining these visual indicators with the geographic references shown on the site map, Misbar estimates that the facility is located along Route 232 leading to the Kerem Shalom crossing, at approximately 31.20807331, 34.2849693.

According to Google Maps, the site lies roughly 2.27 kilometers from the Gaza border, 1.6 kilometers from the Kerem Shalom crossing, and 1.3 kilometers from the Egyptian border.

Google Maps measurements estimate the facility covers approximately 45,000 square meters. Its proximity to the crossing and access roads into Gaza would allow rapid logistical access to the Strip, reinforcing its apparent role as a support base for the International Stabilization Force near Gaza’s southern border.

Satellite imagery from the Copernicus program shows noticeable changes at the estimated location between late April and June 2026.

A comparison of the images reveals land clearing, grading operations, the construction of an internal access road, and the appearance of newly paved dark surfaces around the perimeter. These findings correspond with photographs released by the Peace Council showing active construction and infrastructure development within the compound.

On June 30, the Peace Council published additional photographs on X stating that tactical vehicles had arrived at Logistics Support Area: Endurance, the same facility Misbar identified near Kerem Shalom.

The images show multiple military vehicles being unloaded inside the compound, indicating that the site has progressed from a construction zone into an operational logistics support area receiving field equipment.

Among the vehicles are several HMMWVs (Humvees), multipurpose four-wheel-drive tactical vehicles commonly used for transport, command and control, patrol operations, and other military missions depending on their configuration.

While tracing the type of vehicles visible in the photographs, Misbar found previous reports showing that the U.S. Army’s 401st Field Support Brigade had received HMMWV vehicles within the نطاق of U.S. Central Command.

This does not establish that the vehicles photographed at Kerem Shalom are the same units, but it confirms that this vehicle type is widely used within U.S. military logistics systems across the region.

Identifying the Contractor

Photographs published by the Peace Council on June 18 provided the first clues regarding the contractor responsible for the construction. One image shows workers at the site wearing uniforms displaying the initials ITBM.

Research into the company found that ITBM LLC specializes in program management and support services. Founded in 2008, the company serves both government and commercial clients across Europe, Africa, and the Middle East. Federal contracting records and corporate filings indicate that the group's principal entities are based in Kosovo.

The company describes itself as a diversified provider of program management and support services capable of rapid deployment in hostile environments, conflict zones, and post-conflict settings. Company records and contracting data also indicate that it has carried out projects for the U.S. military.

ITBM's social media accounts show that, beginning on April 20, the company published recruitment advertisements for logistics positions connected to a project in Kerem Shalom. The timing coincides with the construction activity observed in satellite imagery between late April and June.

U.S. federal contracting records list the company under ITBM GROUP LTD as a registered federal contractor holding UEI: UQM4N5FKC477. The records identify it as the parent entity of several subsidiaries, including ITBM L.L.C., registered in Pristina, Kosovo.

The company is classified under NAICS code 561210 (Facilities Support Services), consistent with the services advertised on its official website.

According to HigherGov, ITBM Group was established in October 2020 and registered in the U.S. federal contracting system on September 24, 2022, maintaining active registration through June 2026, making it eligible to receive U.S. government contracts during that period.

Contract records show that in April 2025, the company fulfilled a delivery order under the Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.0 for the U.S. Pacific Fleet. The company's profile on The Org lists its headquarters in Kosovo and estimates its workforce at between 1,001 and 5,000 employees.

Federal contracting databases also indicate that ITBM's most recent registered contract was awarded on March 9, roughly one month before the company began advertising positions related to Kerem Shalom.

While this timing does not establish a direct connection between that contract and the facility, it provides an additional chronological indicator of the company's contracting activity before work at the site became publicly visible.

ITBM is led by Hevzi Cuci, founder and CEO of ITBM Group LLC / ITBM LLC. The company's official Facebook page also identifies retired Brigadier General Xhavit Gashi, a former Kosovan defense and diplomatic official, as having previously served as Senior Vice President for Global Government Solutions.

In examining the company's broader network, Misbar found a LinkedIn post by Hevzi Cuci describing his attendance at an event held at Mar-a-Lago, the Florida residence of U.S. President Donald Trump.

The event appears to have been a networking gathering attended by business figures and individuals connected to political circles. While the post does not establish any contractual or political link to the Kerem Shalom project, it provides additional context regarding the company's professional network.

The Israeli Transport Company

The Peace Council photographs also point to another company involved in transporting vehicles to the facility. One image shows part of a transport company's logo and telephone number on a worker's clothing while tactical vehicles are being unloaded.

Misbar identified the company as Sufa Logistics Ltd, a private Israeli logistics and land transportation company providing transport, lifting, storage, and logistics solutions for specialized cargo and infrastructure projects.

Available corporate records indicate that the company operates in transportation and supply chain services under registration number 514775089. Its website identifies founders Eyal Israeli and Smadar Moskowitz, who have worked together in the transportation and logistics sector since the 1980s. RocketReach estimates the company employs between 11 and 20 staff and generates approximately $4 million in annual revenue.

The company's Facebook page includes previous posts showing its equipment supporting Israeli military logistics operations during 2024. Although this does not establish that Sufa Logistics directly manages the Kerem Shalom facility, it supports the assessment that the company participates in the logistics chain involved in transporting equipment to the site.
